BKB: a window to act
Explanation text
OOPS DOTA. BKB gives you a window to do your job in a fight. It doesn’t cancel everything the enemy can do. Check the item description and the enemy’s disables in the current patch. Plan which actions you’ll fit into that window. Pressing the golden button and standing still isn’t much of a plan.

When I would buy it
Before the decisive fight, if the hero cannot use the damage they have already built without protection. On a support, it depends on the specific task and income.
