What the item does
Active: Soul Release
When used on an enemy, they lose 4% of their current health each second and their health restoration is reduced by 70%. The spell also deals 25 damage per second.
When used on allies, it provides 40 health regeneration per second.
Lasts 8 seconds.
Gains charges every time an enemy hero dies within 1500 units or the user dies.
When I would buy it
As soon as anti-heal becomes an important part of the plan, rather than automatically after every Urn.

If the early Soul Release effect is enough and you are making active moves near kills.

If you need the other Urn path: healing an ally or leaving an effect at a location to catch the first enemy.

If you can conveniently maintain anti-heal and a slow through your own attacks.

Valve notes
- Empty urns gain 2 charges.
- Only the closest Spirit Vessel to the dying hero will gain a charge.
- If the allied unit is attacked by an enemy hero or Roshan, the effect is lost.
